Local Community Development Investment Firm Celebrates Opening of $5.5 Million State-of-the-Art Education Complex

Hampton Roads Ventures (HRV) was proud to celebrate the dedication and opening of the Claude Moore Education Complex in Roanoke, Va today, expanding the successful economic development of First Street corridor.

HRV provided $1.15 million toward this 10,000 sf adaptive reuse and historic restoration project through its Round V allocation of New Markets Tax Credits. The restored 1920s building, formally known as the Strand Theater, will provide 40 permanent jobs and provide countless educational opportunities for those in the surrounding low-income community.


“The opening of this facility will continue the successful economic and aesthetic boost for this once economically distressed community. It is great to be a part of such a significant community transformation,” said Robert K. Jenkins, Jr., HRV president and CEO.


Located in the historical, but neglected Gainsboro neighborhood on First Street, the Claude Moore Education Complex tackles two of the most significant issues in the American community: jobs and education.  The culinary arts and entertainment complex includes classrooms, a lecture hall and meeting space for community activities. The project coordinator, the Roanoke Higher Education Center, has partnered with 15 institutions and organizations, including Virginia Western Community College, to provide a variety of educational programs in the facility.


“We’ve been able to impact this Roanoke community tremendously over the past 3 years.  It started with the Dumas Center for Cultural Arts, located across the street.  We were proud to provide funding for the historic redevelopment of that facility and are ecstatic be a part of the continued revitalization of the entire block,” said W. Sheppard Miller, III, HRV Board of Managers Chairman.
