Samuel J. Deal

Senior Advisor, Capital Investments

Mr. Deal is responsible for generating private investor commitments, identifying program eligible projects, underwriting projects, and loan portfolio administration. Serving in the banking industry for 35 years, his primary focus area has been community development banking. He has held several management positions with what is now the Bank of America, including Vice President of its Community Banking Group. He further developed his community banking expertise as Senior Vice President and COO of the Harbor Bank of Maryland's Community Development Corporation.

Mr. Deal brings a wealth of experience in the area of community development financing, with particular emphasis on the strategic use of New Markets Tax Credits and other sources of private investor capital in conjunction with public funds. He has provided community development entities with an array of services, including NMTC application development, the securing of private investment capital, project evaluation and underwriting, as well as the deployment, administration, and program compliance of NMTC allocations. One of his initial successes was the preparation of an application on behalf of Harbor Bankshares Corporation that resulted in the award of a $50 million allocation that he also managed and deployed. His services have been provided to community development entities managing over $100 million in NMTC allocations.

Mr. Deal teaches graduate and senior level courses in banking and financial markets at Morgan State University, where he also graduated with honors. He is also a graduate of the University of Baltimore's Law School.
