Robert K. Jenkins, Jr.

President and CEO

An attorney for over thirty years, Mr. Jenkins has used his in-depth experience in real estate development and finance to successfully provide executive level management to several community economic development entities that deploy capital into historically undeserved communities. One of the earlier by products of Mr. Jenkins’ vision for and leadership of Hampton Roads Ventures (HRV) was its receipt of two New Markets Tax Credits (NMTC) allocations as well as HRV’s closing of the first real estate transaction in the country combining NMTCs with tax exempt bond financing. Mr. Jenkins' committment to attracting private sector investment capital into lower income communities were shaped early in his career as a Securities & Exchange Commission attorney.

Prior to his appointment as CEO, Mr. Jenkins was Deputy Executive Director of Chief Operations Officer of the Norfolk Redevelopment and Housing Authority, the largest municipal community development agency in the state of Virginia. Mr. Jenkins has also served as Director of the Mid-Atlantic District for NeighborWorks America. During his tenure, he facilitated the deployment of investment capital through banks and other financial institutions to non-profit community development lending organizations throughout the seven-state Mid-Atlantic region (NJ to VA) . He has also served as President of the District of Columbia Local Development Corporation (DCLDC), a community development lending organization with a $250 million commercial real estate loan portfolio. His leadership of DCLDC placed him in the forefront of other area wide initiatives, including facilitating the structuring and successful launching of a comprehensive community development strategy by select financial institutions that resulted in the deployment of over $125 million to support economic development initiatives in low income, inner cities communities.

Mr. Jenkins commenced his professional career as a trial attorney with the Securities Exchange Commission attorney. He holds degrees from Howard University and George Washington University School of Law. He has successfully pursued post-graduate studies at the Massachusetts Institute of Technology Center for Real Estate Development and the Harvard University Kennedy School of Government.
